A publisher may refer a user without performing insurance activity. Licence verification, written compensation disclosure, approved materials, and attributable policy outcomes are required before activation.
Parcel & Key is building a small BC provider pilot around verifiable scope, service quality, transparent compensation, and completed outcomes—not purchased rankings or bulk lead resale.
Legal referrals and paid real-estate-agent leads are excluded. Parcel & Key does not collect client files, quote inputs, or property addresses in a provider application.

The inspector must have a current Consumer Protection BC licence and evidence of the required professional and general liability coverage. Payment cannot buy a ranking or erase scope limits.
Business identity, service geography, complaint handling, pricing transparency, insurance or coverage context, and completed-rental attribution are reviewed before a tracked placement.
Applications may enter diligence, but compensated activation is disabled pending written program acceptance and legal review for the BC Mortgage Services Act transition effective October 13, 2026.
Business contact, public credential, service region, coverage status, commercial model, and attribution capability.
Legal identity, public licence or registration, relevant insurance, website claims, complaints route, and service geography.
Licensing boundary, approved marketing language, compensation disclosure, data minimization, and regulatory transition risk.
Written acceptance, payout event, attribution method, reversals, response standard, complaint escalation, and termination right.
A consumer sees the named recipient, purpose, data fields, compensation model, and retention context before choosing to share.
Accepted, completed, refunded, complained-about, and paid outcomes—not clicks alone—determine whether the pilot remains active.
Legal. Parcel & Key will not accept a client-referral fee from a BC lawyer or law firm.
Real estate. The pilot does not solicit or sell buyer or seller names to agents.
Unverified claims. “Best,” approval, savings, conversion, payout, and service-quality claims require evidence and cannot be purchased.
Consumer data. An application never grants access to newsletter, calculator, decision-file, or first-party interest records.
Submitting this application creates only a first-party qualification record. It does not create a partnership, approval, placement, ranking, exclusivity, tracked link, referral fee, data-sharing right, or obligation. Parcel & Key may decline or close an application without activating it.
